So far back as May 1876, Disraeli, addressing France, had disclaimed the idea ascribed to him of coveting Egypt; and again, at the Congress of Berlin, Waddington had taken formal note of the declarations of the British Cabinet admitting the equality in position and influence of the two Powers on the Nile.
