At the outbreak of the Boer War Mr. Chamberlain pleaded for a new Triple Alliance between Great Britain, Ger- many, and the United States, and at the Lord Mayor's banquet Salisbury declared the relations of the two countries to be "every- thing we could desire." The early years of the twentieth century witnessed a gradual alteration of the balance of forces, resulting in the transfer of support from the Triple to the Dual Alliance.
