Thus was commenced the first systematic opposition by Government, and the earliest express business on record, of the Post Office Department! Since then, though the Department has refused Express Companies the right to carry letters, it has not scrupled to receive express freight, such as boxes of coin and jewelry, as "mailable matter;" and it still daily encumbers the mails with such incongru ous packages.
