C. , and had a highly successful career which ended with his mandatory retirement (due to age) from the Kaiser Permanente program. He's continued to work as a highly successful lobbyist for other organizations, notably the Blue Shield program.
Hughes: Would you characterize the forces that he rallied to Kaiser's support?
Fleming: Broadly speaking, the Health Plan's appeal was to the liberal side of the political spectrum.
