Two organized agencies made impossible the postponing of the day of a classified curriculum. The oldest was the Interna- tional Primary Union, which constantly insisted that little chil- dren should have a curriculum of their own. At its request, Annual Report for 1873, p. 12. "Ibid. , for 1878, pp. 16, 17.

EPISCOPAL CHURCH and with the cooperation of its officers and committees, the Lesson Committee of the International Sunday School move- ment issued in 1895 a separate Primary Course. Beginners' Courses followed in 1901 and 1903. In 1906 a group of Ele- mentary Workers was gathered together by Mrs. J. W. Barnes and organized into "The Graded Lesson Conference" with the approval of the International Executive Committee. On the basis of the best approved principles they constructed lessons for each grade of Beginners', Primary, and Junior Departments, which work was recommended by the subcommittee on Primary Lessons of the International Lesson Committee to the Louisville convention in 1908.
