Article 4 stipu- lated that the rate for the "transmission of the voice" should be fixed in accordance with the pro- visions of the Telegraph Law of 1875. The following paragraph, quoted from the Annual Report of 1910-1911 of the Director General of Posts and Telegraphs to the Minister of the Interior, gives the Director General's reason for advocating a change in the Government's policy re- garding the granting of concessions.
