During the early period of the introduction of the 22 IN THE ARGENTINE REPUBLIC telephone the Government freely granted conces- sions, but this attitude changed completely in later years, as is shown in the chapter dealing with Private Telephone service. The following paragraph, quoted from the Annual Report of 1910-1911 of the Director General of Posts and Telegraphs to the Minister of the Interior, gives the Director General's reason for advocating a change in the Government's policy re- garding the granting of concessions.
