If they had been in force when the cities were started they would have been more effective. PAGE 24 Zoning Fails Even at their best, however, zoning ordinances could not control many of the things which blight neighborhoods. The automobile, strangely enough, has had a large part in this work. Before the automobile, people could not move about quickly and easily. They preferred to live near their work, schools, stores, and such places. The automobile cut transportation time so much that people c...ould move out to suburbs or country and still be as close to the places they had to go. While this opened up new neighborhoods and caused many homes to be built and land was cheap, it also had its disadvantages. The automobile needed good roads which could only be built with tax money. The new houses needed water supply and sewers and sidewalks and street lighting; and all these things could only be bought with tax money. So taxes went up and they increased the cost of housing. Then, since people left neigh- borhoods already developed to move to suburbs, these central areas were abandoned and thus blighted neighboring areas.
