Definition of Tenement House.
Article I, Section 1, Paragraph 2 defines a tenement house as "any house or building or portion thereof which is rented, leased, let or hired out to be occupied or is occupied as the home or residence of three families or more living independently of each other and doing their cooking upon the premises . . . " Many cities and states have already discovered that it is essential to include the two-family house under the provisions of the Tenement House Act. It is possible in Newark today under the local building and sanitary codes to create living con- ditions in new two-family houses which would not be permitted in the new-law tenement, and would be seriously detrimental to the health of occupants.
