There shall be established one solicitors' law college in the capital of each province. No student will be admitted unless he possesses a B. A. Or a high school certificate. A board of examiners shall be appointed by the lord chief justice of the province to conduct the examinations, which shall consist of mandarin barristers and barristers. If a student is called to the bar, he shall receive the title of solicitor. He has to take the oath of his profession as the barristers have to do, and he can plead in any court not above a district court throughout the Chinese Republic. A solicitor may appear in any court above a district court, but he cannot plead personally, he must engage the services of a barrister to plead for him.
