This result, it is argued, would have been brought about to manifest ...advantage, had the charter provided for the elec- tion of a council to be comprised of fifteen, or twenty-one, or twenty-four members, as might be thought best, all to be chosen at large, while no voter could vote for over two-thirds of the entire number to be chosen; but on the other hand, each voter should have been at liberty to concentrate all or any por- tion of the votes he could cast on one or more candidates, or to distribute them among the full number he was entitled to vote for, giving one vote to each.
