That is, whereas education before that period was a matter of choice and a question of expense, and was consequently neglected by the indifferent and the necessitous, it was now made compulsory and universal. The significance and the reach of this has, somehow or other, escaped the notice of us as a nation. The more prosper- ous portion of the community — for it is they who carried the movement through in 1871 — imposed upon the poorer classes, including the very poorest members among them, the obligation of being educated.
