That is, whereas education before that period was a matter of choice and a question of expense, and was consequently neglected by the indifferent and the necessitous, it was now made compulsory and universal. And it is necessary for me here to draw special attention to one feature in it.
FOR THOSE AT THE BOTTOM 79 The education that was made compulsory and fi'ee was what was called Elementary Educa- tion. It did not touch then, and it hardly touches now, what is called Secondary Educa- tion. It... did not, in other words, interfere with the well-to-do classes. It concerned itself only with the poorer classes. And lastly, and with special reference to this subject, it was imposed upon all the members of the poorer classes, in- cluding the very poorest. The significance and the reach of this has, somehow or other, escaped the notice of us as a nation. The more prosper- ous portion of the community — for it is they who carried the movement through in 1871 — imposed upon the poorer classes, including the very poorest members among them, the obligation of being educated.
