I have already estimated the proper value of all these reproaches, and pointed out their flimsiness. We can only be grateful to the Chancellor that he has at length formulated a charge to which it is possible to submit a defence. This accusa- tion is supported on the following assertions: — 1. France did not trust German assurances, and re- ceived all the steps of the German Ambassador with mistrust.
