Article XII.
There shall be delivered to the Collector of Customs at the port of arrival, by the master or commanding officer of the vessel, lists or manifests, made at the time and place of embarkation of such immi- grants, which shall, in answer to questions at the top of said lists or manifests, state as to each of said passengers: (1) Full name.
