They must have it, and the man who brought about this state of things by his suffer- ings and his valor must be excluded from its benefits. Thus public opinion sinks down in perfect quiescence. The public lands are given away, and it is all smooth and proper ; but the next session, when you come to make your appropriations, the funds are defi- cient, and they must be raised from some other source. Hence the tariff must be augmented, and thus another object is attained at the same time.
