Appeal to this tribunal is, of cours...e, purely voluntary within certain circumscribed limits. Russia, seconded by the United States, attempted to make its use compulsory. Russia proposed a list of questions upon which the assembled nations should bind themselves to submit to its judgment. On a cursory reading the questions seem harmless enough. The plan excluded not only "national honor" and "vital interests, " but nearly everything that, under any imaginable conditions, could ever lead to war. Questions of copyrights, patents, post-office regulations, canals, contagious diseases these were the topics upon which Russia wanted obligatory arbitration.
