For twenty years the study of international matters has been one of my concerns. In Brussels, with the patronage and concrete support of the Belgian government, I founded the Union of International Associations, which has attempted to concentrate and coordinate the international movement of which Belgium had spontaneously become the headquarters fifty years ago.
