to the provisions of this Act shall tile with the Commission herein- after provided for copies of its schedules of rates, fares, and charges which have been estab- lished and published in compliance with the requirements of this sec- tion, and shall promptly notify said Commission of all changes made in the same.

Such joint rates, fares, and charges on such contin- uous lines so filed as aforesaid yhall be made public by such common carriers when directed by saidCom- mission, in so far as may, in the judgment of the Commission, be deemed practicable; and said Com- mission shall from time to time prescribe the measure of publicity which shall be given to such rates.
