' Ireland had not, like England, a responsible body of Cabinet Ministers, accountable to her own Parliament. The Lord Lieutenant and Irish Secretary ruled as before; and although they were appointed, it was said, by the King of Ireland, they really held their offices and received their instructions from the Ministers in England'.* Mr. Gladstone's constitution makes no provision for the remedy of this evil ; but it will doubtless be remedied by the Irish Legislative Body.
