To most Englishmen, Scotsmen and Welshmen the urging of this con- troversial matter in our present situation seems almost an indecency. To most Irishmen, on the other hand, the failure to put the Home Rule Act into force at once is regarded with black suspicion, as a plot to swindle Ireland out of a boon which she had actually won.
