The possibility of such a change in the basis of revenue taking place merges into probability when we find that during the past ten years the " contributed " has increased much more rapidly than the " collected " revenue, mainly owing to a decrease in the product of Excise duties which fell from £6, 274, 000 in 1900 to £5, 156, 000 in 1910.
