The earth dumped from cars was first spread by fresno scrapers and levelled with road graders. That depos- ited by wagons was levelled by the graders. The layers were 6 inches thick, and were sprinkled with hose supplied by pipes and pumps. Bor- ings in the solidified embankment with a post auger showed uniformly that the earth was barely moist and so compact as to receive a high polish.
