Five thousand Southern boys are studying technological subjects where ten studied them in 1873. Practically all cities or towns of three thousand population maintain a school system from which boys and girls may pass into college. The percentage of illiteracy for the white race in the twelve Southern States has been reduced from 25 per cent, to 12.5 per cent., and the colored race from 87 per cent, to 47.5 per cent And greater than all this, a gen- erous and triumphant public sentiment has been aroused that will make these performances seem feeble in another decade.
