I have always believed in keeping the Nation strong. For that reason he and I agreed we would be entirely unwise to admit foreign- owned, foreign-built, or foreign-manned vessels to the coastwise trade.
He was very much interested in the establishment of foreign trade. He believed in building up a great mer- chant marine. I was a firm believer in that policy myself before I became a Member of this House, and I have been a verj' much stronger advocate since I have been here than I ever was before.
