To the Select and Common Councils of the City of Philadelphia : Gentlemen : — Your Committee on Surveys and Regula- tions, to whom was referred the petition of property owners, asking relief from the overflow of sewer at Eighteenth and Vine streets, report, that the sewer which runs diagonally through Logan Square, from Eighteenth and Vine streets to Nineteenth and Eace streets, is inade- quate to carry off the accumulations of sewage and sto...rm water during heavy rains, so that the offensive drainage is forced into cellars of adjoining houses, greatly to the preju- dice of the health of the occupants. The subject has been carefully considered by the Board of Surveyors, who designate Wood street as the most prac- ticable and shortest route for intercepting the drainage. They recommend the construction of a circular brick sewer, five feet inside diameter, on Wood street, from the sewer at Twenty-first and Wood streets eastward to Seventeenth street, passing under the sewer on Nineteenth street, and connecting with the three feet sewer on Eighteenth street and the three feet sewer on Seventeenth street.
