The weather had turned to bitter cold and in many parts of England snow was falling. The number of totally unemployed workers had risen in the fortnight from 1, 450, 000 (12. 1 per cent. ) to 1, 693, 238 (12. 6 per cent. ) in addition to over 875, 000 working short time. In many districts the miners' funds were running low ; in at least one county the second week's strike pay had drained them dry. The prospect of actual starvation was drawing nearer ; in all parties men were appalled by the out...look, and the official leaders of the Triple Alliance itself were advancing under pressure, in horror rather than in hope.
So matters stood on the very eve of the general strike. Debate in Parliament had been postponed from day to day as likely to prejudice the success of the negotiations ; but with success no longer possible, members of the House of Commons, braving the disapproval of the " Whips, " took the affair into their own hands ; and the general welcome given by all parties to their action indicated a wide- spread sense of something previously lacking.
