Be it ordained hy the Municipal Assembly of the City of St. Louis, asfolloiDs: Section 1. The president, directors or owners of any rail- road, and the conductor in charge of any railroad car, or train of railroad cars, or the master or person in charge of any steamboat or other vessel, or the owner or driver of any wagon or vehicle, who shall bring into the city of St. Louis a person or persons who are insane or paupers, who are likely to become a charge to the city, shall be deemed guilty of a misdemeanor, and on convic- tion thereof be fined not less than twenty-five nor more than three hundred dollars for each and every oifense, in addition to which penalty the person so ofl:ending shall be required to enter into bonds before the Police Justice of not less than ^yq hundred nor more than one thousand dollars, to defriay the expenses of the insane or paupers thus brought, so long as they remain in the city.
