That the enforcement of the contracts for fur- Enforcement of nishing and repairing of the halls and committee rooms of cc'Dtr"*"^^ 'o"" t'^'"- the two houses of the legislature, and for fuel, shall be under and luel. the contro...l and supervision of the board of commissioners of public buildings and grounds ; and when any fuel, fur- nishing or repairs to the halls, committee or other rooms, or any of the furniture or fixtures thereof, in the senate or house of representatives, or of the several departments, shall be required, the same shall be provided for by them upon the requisition of the chief clerks of the senate or house of representatives, or the head of any such department, respect- ively, as the case may be, who shall issue orders written upon blanks kept in a book, for the purpose of making re- quisition for such supplies or repairing as may from time to time be necessary for his department ; which orders shall be filled by the said board of property out of the said contracts, respectively, taking receipts for the amount of the same so furnished ; and in order to a strict compliance with their contracts by the contractors, it shall be the duty of the said board to ascertain and certify to the auditor general, under oath or affirmation, that the said contracts have been fully complied with by the several contractors respectively, which certificate shall be accompanied by a detailed statement of the quantity, kind and value of the articles so furnished, to the legislature and the several departments, and of the work done for the same, and the dates when so furnished and done ; which statement, with the certificate, shall be filed in the of- tract moneysfto' fice of the secretary of the commonwealth ; and it shall be contracts^dL"-"^'^ the duty of the auditor general to withhold from every such charged.
