They shall carefully preserve all vouchers, accounts, bills, receipts, contracts and other papers relating to the performance of their duties under this Act; and when their duties have been fully per- formed and completed, they shall file the same with the Clerk of Council of said City.

Each and every member of Council in the per- SS^SSJ'^ formance of his duties, under this act, who, either jointly or demeanor severally, shall wilfully misappropriate, directly on indirectly, any of said money, or who shall wilfully misconduct himself in any way in the performance of his duty, or in expending any of said money, shall be guilty of a misdemeanor, and upon conviction, shall be fined or imprisoned or both in the discretion of the Court.
