If any woman worker shall be paid by her employer less than the minimum wage to which, she is entitled under or by virtue of an order of said commission, she may recover in a civil action the full amount of her said minimum wage less any amount actually paid to her by said employer, together with such attorneys fees as may be allowed by the court; and any agreement for her to work for less than such minimum wage shall be no defense to such action.
Sec. 20. Said commission shall, on or before th...e 1st day of January of the year 1915 and of each second year thereafter, make a succinct report to the governor and legislature of its work and the proceedings under this act during the preceding two years.
Sec. 21. There is hereby appropriated out of the general fund of the State of Oregon the sum of thirty-five hundred ($3,500) dollars per annum, or so much thereof as may be necessary per annum, to carry into effect the provisions of this act and to pay the expenses and expenditures authorized by or incurred under this act.
