It may have been the custom at this period for such meetings to be held annually in every province. We know that such was the cus- tom in Cappadocia'' ; and the council, which was now held at Carthage, had many subjects brought before it for discussion. Among others, the validity of baptisms administered by heretics was again con- sidered; and again the council decided, that they were not valid. We have seen, that this had already been the decision and the practice of the Roman church : but the council was aware, that its sentence concerning he- retical baptisms was at variance with the opinion of the bishop of Rome.
