Section 3^462 of said Code provides, in part, that "The percentages of the registered electors required for the . . . submission of amendments to charters . . . shall be calculated upon the total vote cast for all candidates for Governor in the city or city and county at the last preceding general state election at vjhich a Governor v;as elected ..." A copy of Letter Opinion No. 73-25 is enclosed.
