Nothing could be more democratic than the forms, nothing more autocratic than their result. The Consulta had been far too numerous to be efficient as a Legislative Assembly ; it was therefore enacted that the right of sending representatives to Parliament should be taken from the villages, and should be limited to pieves or districts, each one of which contained several villages ; ^ and that the suffrage ' This limitation of the right of representation to pievfes would scarcely have been felt as a deprivation of electoral rights, since it had been customary in many districts for the villages to make over their power to elect a representative in the Annual Consulta to the pieves, in order to avoid the extreme inconvenience to petty proprietors of abandoning their agricultural operations ; but the practice had always been con- sidered an abuse.
