These people were really making more than nine shillings a week, and if they weren't there was nothing to compel them to stay in that village. There was nothing to prevent their going elsewhere And this was the good man whom the Church of England had planted in the midst of a population such as I found here, with the strict injunction to address them twice a day on Sundays as " Dearly beloved brethren," and to be " In his duty prompt at every call, To watch and weep and pray and feel for all." ...I hope I was civil to the reverend gentleman, but I didn't stay long. I was the next day in a neighbouring village, where wages were a shilling higher, and here, again, I had heard the most distressing stories of the difficulty of living and the discomforts of home life. Here, again, times were harder than they used to be. Here was the same dreary old story of land badly cultivated, of labourers thrown out of employment, of cottages that had been pulled down, and young men who had gone away. I was taken into the houses and shown where the wind, whistling through the crevices, had actually blown the paper off the walls, and one woman told me how last winter she had had to knock her neighbour up in the middle of the night to borrow some sacks to cover up her children with because the rain had saturated everything about them as they lay in their beds.
