There had always been a great jealousy in France especially of the English superiority at sea, and this feeling was fully aroused. The journals and popu- lace began to declaim against this and all other schemes, and the treaty was, in consequence of the withdrawal of France, never ratified by Russia, Prussia, or Austria, which had been the dupes or tools of England.
Previous however to this, General Cass had written a formal protest to M. Guizot against the treaty, and concluded thus : % " As s
...oon as I can receive despatches from the United States, in answer to my communications, I shall be enabled to declare to you either that my conduct has been approved by the President, or that my mission is terminated. " The President of the United States had however approved of his course, and a power greater than his, that of the people, ratified the conduct of their ambassador, and every heart in the nation beat high when the following memorable passage was read : " But the subject assumes another aspect, when they [the American people] are told by one of the parties that their vessels are to be forcibly entered and examined, in order to carry into effect these stipulations.
