It had been nothing more than a political struc ture, designed merely for carrying on a war, which it was supposed would continue for only a few months ; and it is a fact not generally noticed or estimated, that it was designed at Montgomery to determine a permanent system of govern ment for the South, only after the war had concluded, and to accommodate its results.
