Against the former, state interposition is an all-sufficient remedy, and it remains to be seen whether experience will not prove that it is an indispensable one. It was, at least, so considered by the State of South Carolina, and that was one of the principal motives for resorting to it. Nor does it admit of a doubt but that her action did much to counteract the consolidating tendency of the Government. Had she not taken the stand she did, in all probability the distribution of the surplus reve...nue among the states and the protective policy would have become the established system of the Gov- ernment. The scheme of distribution is almost a necessary consequence of that policy. They are most intimately connected, as the experience of the last few years shows, even with an empty treasury. With one full to overflowing, as was the case when the debt was paid and the state interposed, it was almost, if not al- together unavoidable, without state interposition.
