Internal improve- ments also were sanctioned. All this is now changed. By the constitution of 1850 the power of the governor was greatly re- stricted. Nearly all offices, ministerial as well as county and town, were made elective ; while mismanagement of the finances in making internal improvements had so displeased the people, that the power was taken away.
