Gladstone gave notice of the coming introduction of the Crimes Bill. He had refused to accept the proffered resignation by Mr. Parnell of his seat in Parliament. The Irish leader had offered to take that course immediately on the reception of the news of the Phoenix Park tragedy, which he had described as " the deadliest blow which it was in their power to deal against his hopes in connection with the new course on which the Government had just entered."
