They feel that they have established their ability to handle successfully the problems of this character that may arise, as they have done in the past, and they believe that their represe...ntatives are better able to solve these questions advantageously to the public than a commission having the whole State within its jurisdiction and with no direct responsibility to or Interest in the problems of their com- munity.
33 One of the serious weaknesses in the theory of State public utility regulation is the fact that a commission appointed by the Governor of the State, and responsible only to the people of the State as an entirety, is not responsive to the needs of the local community and as a result the interests of the people in such community must necessarily suffer.
