With a view to a thorough enforcement of the laws which require that all supplies for the army shall be purchased "where the... same can be purchased the cheapest, quality and cost of transportation and the interests of the Government considered," and that " such con- tracts shall be made with the lowest responsible bidders," the follow- ing instructions are published for the information and guidance of officers charged with the procurement of supplies for the several branches of the military establishment, and strict compliance there- with is enjoined, viz: 1. Advertisements for suppUes should contain the instruction to bidders, who are not manufacturers of the goods called for, to submit the name of the manufacturer from whom such goods are to be obtained, unless it be manifestly impracticable to furnish this information.
