Any convention of delegates representing a political party which, at the election next preceding, polled at least two per centum of the entire vote cast in the state, may for the state make one nomination for each office mentioned in section 1 of this chapter, therein to be filled at the election, and any convention of delegates or caucus representing a political party which at the election next preceding polled at least two per centum of the entire vote in any congressional district, city or town, may, for the district, city or town, make one nomination for each office mentioned in said section 1, therein to be filled at the election, by causing a certificate of nomination to be duly filed, as hereinafter provided.
