To quickly assess the difficulty of the text, read a short excerpt:
Better access between property and a watercourse or pond may have such beneficial effects as providing more drinking water to the premises, improved irrigation or a supply of saleable ice. Most types of property will benefit from such improved access. The removal of any obstruction to such access, such as a bridge, dam, dike, breakwater, dock, pier, wharf, fence, wall, barricade, or other marine structure, may result in an improvement enhancing market value. Improved access may also result from... dredging a waterway or changing its course or increasing its level. Construction of a canal or reservoir, enlargement or relocation of an artificial body of water already in existence may also bring about improved access to water. Improved access to a watercourse is ordinarily a deductible benefit whether or not the landowner has any property rights in the bed. The mere fact that land is adjacent to water confers a physical advantage over the general public in using that water, even if the entire bed is publicly owned.
