The architect has imagined this building in the Roman classic style, to be constructed of masonry with steel reinforcements and supports in the construction of the dome and roofs.
The exterior walls, turrets, dome, and roof are of light toned granite.
The interior is finished in stone and colored marbles, with scultpured ornament and frescoes. The floors are of mosaic.
The arches of the rotunda support two superimposed stories of galleries.
