The negotiating is done by the tw^o top union officials, who, as members of the national executive board, are ex officio members of the conference commit- tee. The judgment of the committee as a whole is determined at private meetings held from time to time during the negotiations. This large union negotiations committee is unwieldy at times, but the advantages gained by having local men at the bargaining table far outw^eigh any other consideration. The men leave the con- ference knowing exactl...y what's in the new agreement and what's more, why the agreement turned out the way it did and what the parties had in mind in reaching agreement. Their complete under- standing of the issues makes it possible for them to do a skilled job of explaining the agreement when they get home. The Association was formed in 1875 and today its membership covers 85 to 90 per cent of the industry. Most of the firms which are not members of the Association have contracts with the Brother- hood that provide for the same wage rates and working conditions.
