In only three of the States — in Massachusetts, ISew York, and Penn- sylvania — £160,000 or-£180,000 per annum have been raised by impost. From this fact we may certainly conclude that, if POWER OF CONGRESS TO LEVY TAXES 2765 a general impost should be laid, it would raise a greater sum than I lmve calculated.
