It is wellknown to your lordships that a system of perjury prevails in all partsof Ireland, with a view to establish franchise of this description. Ihave recently seen accounts of enquiries before select committees incertain parliamentary elections which have taken place in that country, and it is impossible to glance at them without being impressed with theconviction that, if any description of franchise depend solely on theoaths of the holders, every species of enquiry will be nugatory; and itwill be just as wise to establish at once a system of universalsuffrage, as to establish a system of franchise in such a manner.
