Dolliver was one of the few who at times commanded silence. It is not my purpose on this occasion to produce a biography or the history of a congressional epoch. I shall content myself with citing a few instances of this man's singular power as a speaker in that great arena. Early Advocate of Navy. Not Theodore Roosevelt, nor any Secretary of the Navy, or Assistant Secretary, but Johnathan P. Dolliver, early in his congres- sional career, in the Fifty-third Congress of 1 894, long before the Sp...anish War, was the first to make an effectual appeal for a sub- stantial navy. On May 9, 1894, among other strong utterances in the House of Representatives, he said: "I came into the Fifty-first Congress and, by some mysterious movement of Providence that I never was able to understand, I was assigned to duty upon the Committee on Naval Affairs. I am very glad that it was so, because it led me to interest myself in this great national enterprise and to enlist the sympathetic interest of a great community which is not directly concerned in the management and expenditures of those sums which Congress puts at the disposal of the Navy Department.
