Accordingly, under the provisions of an act of the Legislature, passed in 1833, nine of the city school districts were consolidated into one, for which, by uniting the school dividends of all, one large school-house was built at the corner of French and Sixth Streets, with two rooms, — one for boys, the other for girls, — each con- taining one hundred and twenty-five seats. Certainly, a small beginning was this, falling far below the real needs of the city ; yet its very inadequacy served to pr...ovoke dis- cussion, to stimulate inquiry, to excite aspirations for better things ; and so it prepared the way for the organization of the present Board of Education in 1852. The principle earnestly maintained by Judge Hall in the discussions of that period was, that an elementary education at the public expense should be "extended to all who might desire it. He enforced it both as a duty to the young and on grounds of high political expediency. His argument was, that " of all productive power, that of mind is most fertile, not only as manifested in improvements and enterprises, but in con- tributing to the general comfort and prosperity, in innu- merable and frequently imperceptible ways.
