• Mi. Speaker: I knew Charles A. Russell intimately. We were fellow-members of the House for seven years, during five of which we were colleagues on the Committee on Ways and Means and on a subcommittee, and during four of which we had a permanent pair. Beiiii; so closely associated in the business of the House, scarcely a day went by when the House was in session that we were not more or less together. I never knew him to have had an ungenerous impulse or a mean thought. I never knew him to do... an act unworthy of a manly man. He was a Republican. I a Democrat; but such was the breadth of his nature that he was never limited by party in his friendships nor in his relations with his fellow-members.
RUSSELL is dead, and these eulogies of ours can not bring him back to us; yet there is some satisfaction in being able to tell each other of the affection, the esteem, and the honor in which we hold his memory.
The loss of an able and honest man seems to us a misfortune, even when it is evident that his race is run and his task com- plete.
