The varied and exacting duties incident to this position he discharged with unwearied diligence and unruffled patience. What legislation he originated and secured, what abuses corrected and justice promoted, what friction of conflicting laws and interpretations disappeared, and what obstacles his hand removed for the better discharge of this branch of public business will never be known.
